Dr. Valéria Guimarães de Lima Silva, the Brazilian Competition Authority (CADE)
Dr. Silva, a Brazilian national, is an attorney who is currently working at the Brazilian Competition Authority (CADE) as Chief of Staff and International Adviser. She has previously worked in Taipei as a legal counsel for a Taiwanese biotechnology company where, among other duties, she was responsible for the company’s Intellectual Property portfolio. Dr. Silva has also worked as a lawyer and administrative/ team manager for a branch of a business law firm located in Rio de Janeiro. She started her career as a lawyer in one of the largest Intellectual Property Law firms in Latin America. She has also served as a Blue Book trainee in the European Commission’s DG Competition Division in Brussels during 2007-2008.
Dr. Silva received her PhD in International Law from the University of Sao Paulo in 2004. Her PhD examined the exercise of extraterritorial jurisdiction on competition law and the viability of regulating competition law in the WTO. For this purpose she carried out a comparative study of competition law as applied in the USA, the European Union and Brazil. The Board of Examiners unanimously recommended her thesis for publication. She also holds a Masters in International Trade Law and Economics from the World Trade Institute, in Berne, Switzerland, where she has graduated with a Summa cum Laude degree. Dr. Silva has published articles in the fields of International Trade Law, Public International Law and Intellectual Property, as well as a book on the international aspects of competition law focusing on extraterritorial jurisdiction. Her Masters’ thesis was published in the Public Procurement Law Review v. 17, n. 2, 2008.
Dr. Silva is fluent in Portuguese, English and Spanish and has a working knowledge of French and German, as well as a basic knowledge of Italian.
